It is because the term would be nothing more than a loose translation for two different creatures.

The Fenghuang (Chinese) or Ho-O (Japanese, and yes, the pokémon is based off of it) is a mythical bird of peace, divinity, and basically all that is good. Its plumage contains 5 colours of feathers that corresponding to the 5 Chinese elements (Wood-Blue, Fire-Red, Earth-Yellow, Metal-White, Water-Black).

Unlike the European Pheonix, that is composed of fire and ash, the Ho (male) and O (female) are corporeal birds who can be better represented as the Yin and Yang... divine balance. As such, they do eat perscimines and do have blood. (Though poaching one would spiritually be equivalent to seeking the ruin of the world)
